CONFERENCE OF STATE COURT ADMINISTRATORS
Resolution 3
In
Support of the Reauthorization of CAPTA
WHEREAS,
the Conference of Chief Justices and the Conference of State Court
Administrators recognize the importance of preventing and treating child abuse
and neglect; and
WHEREAS,
in 1996, Congress reauthorized the Child Abuse Prevention and Treatment Act (CAPTA),
a grant program to assist states improve child protective services, through
fiscal year 2001; and
WHEREAS,
grant funds authorized under CAPTA can be used for purposes such as safe,
family-friendly visitation centers for court-ordered supervised visitation;
kinship care procedures using adult relatives as preferred placements for
children removed from their homes; training programs for individuals involved
in the prevention, identification and treatment of abuse and neglect,
including links between domestic violence and child abuse; and creating and
improving multi-disciplinary teams and interagency protocols to enhance
investigations and representation of children in judicial proceedings; and
WHEREAS,
the CAPTA program assists states to more effectively prevent and treat child
abuse and neglect;
NOW,
THEREFORE, BE IT RESOLVED that the Conferences urge Congress to reauthorize
the Child Abuse Prevention and Treatment Act beginning with FY 2002.
